General Remarks and Recommendations.
There is nothing whatever in the general position of Portmadoc to render works of drainage necessarily costly—on the contrary, I am of opinion, with improved water supply, the whole place may be very economically and perfectly drained. Tremadoc can also be very cheaply drained, but the outfall requires consideration. Portmadoc can also be easily drained into the sea. But Tremadoc, being a mile inland, does not afford the same facilities in this respect. There is an open drain at present in existence. from Portmadoc to the Glaslyn. This has little fall and I doubt whether it would be found desirable to concentrate the town sewerage into this outlet. This is a question however that may safely be left for the consideration of the Local Board, and the gentlemen, they can call in to advise them on a general system of drainage and water supply.
As I have stated before, the situation of the lake Cwmbach is admirably adapted for the purpose of supplying both Tremadoc and Portmadoc with water. There are no circumstances that occur to me to suggest the necessity of incurring any very great cost in constructing the works for that purpose. On consideration of all the circumstances of the case, I am of opinion that the present state of the populated part of the parish of Ynyscynhaiarn calls for improvement, and that improvement can be more efficiently and economically carried out under the Public Health Act, than by any other means. This likewise was the opinion of the whole of the gentlemen who attended the enquiry, the meeting being unanimous in favour of the application of the Act, not only to Tremadoc and Portmadoc, but to the whole Parish.
I have therefore the honour of recommending
1. That the Public Health Act 1848 in accordance with the desire of the meeting held on the 10th day of June, 1857, be forthwith applied to the Parish of Ynyscynhaiarn in the County of Carnarvon.
2. That the Local Board to be elected under the Powers of the said Act shall consist of nine members.
3. That every person shall at the time of his election and so long as he shall continue in office by virtue of such election be resident as in the said Public Health Act 1848 is required and be seised and possessed of real or personal estate, or both, to the value or amount of not less than £500; or shall be so resident and
